ABC's submission to The dti on the BBBEE Amendment Bill
Following comments from various ABC members, the following response and comments were prepared and submitted to The dti on the BBBEE Amendment Bill. While the Bill is generally supported, there are critical issues, specifically with regard to the provisions on Sector Codes, that are of concern to members. Follow-up engagement will take place with The dti.

The Governor of the Reserve Bank, Gill Marcus, yesterday announced the MPC’s decision to keep interest rates unchanged at a repo rate of 5,5%. Most economist expected it. Even though BUSA urged for boldness by the MPC to cut rates to assist in economic recovery (click here to download BUSA’s statement), the ABC actually perceives the MPCs decision to keep it unchanged as bold, considering that inflation was slightly higher than the Reserve bank’s inflation target of 3-6% in both November and December 2011.

Presentation of NPC Dignostic Report

The National Planning Commission is in their “public engagement phase” for finalising the Diagnostic Report. Prof Mike Muller, NPC Commissioner and former DG of Water Affairs presented the report at a NEPAD Business Foundation workshop, which the ABC attended. The presentation provides a nice summary of the highlights of the Diagnostic report.

National Planning Commission (NPC): Diagnostic Review

Minister in the Presidency and Chairperson of the National Planning Commission, Trevor Manuel MP, this past week released the NPC’s
Diagnostic Review. This is the first report issued by the National Planning Commission. Over the next three months the commission will take part in a host of public forums to discuss the vision statement and the diagnostic document. The goal is to secure broad agreement about what is wrong in the country – and why. Achieving national consensus on the vision statement and primary development objectives is necessary to ensure that the long-term plan is robust.

National Treasury launch Jobs Fund
Media statement

National Treasury this week launched the R9 billion Jobs Fund to speed up job creation. The Jobs Fund is another innovative approach that gives effect to government’s New Growth Path and the emphasis on making 2011 a year of job creation. It will co-finance projects with the potential to create  jobs by supporting the expansion of existing,  self-sustaining programmes and  in piloting new and innovative approaches to job creation.  The Fund will target the creation of 150 000 jobs in three years. ABC’s expectations, based on the Monetary Policy Review, May 2011

The ABC attended the Monetary Policy Forum on Tuesday, 24 May 2011, at the Reserve Bank. Governor Gill Marcus and the Monetary Policy Committee (MPC) members presented the Monetary Policy Review for May 2011, released on the day. 

ABC Appointed to High Level Panel of Experts (HLPE) of the FAO’s Committee on World Food Security

Dr John Purchase, CEO of the Agricultural Business Chamber, has been nominated and appointed to the High Level Panel of Experts (HLPE) of the FAO’s Committee on World Food Security. The HLPE on food security and nutrition has been created as part of the reform of the international governance of food security to advise the Committee on World Food Security (CFS,) which is the foremost intergovernmental and international platform dealing with food security and nutrition.

ABC participates in Presidential Jobs Summit
On Friday, 18th of March 2011, the ABC participated in the Presidential Jobs Summit as a member of the Business Unity South Africa (BUSA) delegation, ably led by Ms Futhi Mtoba, President of BUSA. In her opening address, Ms Mtoba was honest and direct on the major challenges facing job creation in South Africa.

While mining, manufacturing and agriculture are three priority sectors in which the target of 5 million new job opportunities are to be realised by 2020, there is little chance that any new major projects will be announced before the ANC gives finality over the issue of nationalisation at its national policy congress in June 2012. Friday's meeting will hopefully culminate in a bilateral presidential business council that will have to participate in the application of Minister of Economic Planning, Minister Ebrahim Patel’s New Growth Path strategy.
