Zimbabwe Medium Term Plan 2011-2015

The Medium Term Plan (MTP) is the premier economic and social policy document of Zimbabwe. It responds to the mandate set out in Article III of the Global Political Agreement (GPA) to support the restoration of economic stability and growth in Zimbabwe. It builds on the foundations laid by the Short Term Emergency Recovery Programme (STERP) (February - December 2009) and the 3 Year Macroeconomic Policy and Budget Framework (STERP II). The MTP will guide all other Government policy documents and sets out clearly the national priorities and investment programmes for the next Five Years, 2011-2015. The 2007/8 Food Crisis: The Case of Maize and Maize Taxation in Southern Africa - Monday, November 01, 2010
The purpose of this paper is to examine the origins of the global 2007/8 food price crisis and the impact this had on the trade in maize within the Southern African Customs Union (SACU) as well as to consider the impact on consumer prices of maize.
 
The pricing of maize products in South Africa has been studied extensively and there is abundant evidence of the existence of market imperfections.  The arguement here is that the international crisis which started from the United States of America (USA) and European Union (EU) was only weakly transmitted to Southern Africa because the Republic of South Africa (RSA) experienced its largest maize crop in almost 30 years in 2007/8 and thus the very serious price increases in other regions were much more moderate in SACU because maize was trading at export parity prices. A Review of Industrial Policy, Instruments and Support Programmes: 1994-2008
This report assesses South Africa's economic performance between 2002 and 2007 and conducts a cost-benefit analysis of the various government industrial support measures since 1994. The report also investigates the key investment incentive programmes, which absorb the bulk of fiscal resources allocated to industrial policy; and concludes by determining whether government's industrial and trade policies, programmes and projects have been effective or not, since 2003 and over the 15-year period under review.
